ADOPTED POLICY PAPERS The SGVCOG adopts various policy papers to outline the position of the agency on priority issues and matters that impact the San Gabriel Valley. These documents are developed based on feedback and input from SGVCOG policy committees, city staff, and stakeholders. Adopted policy papers also guide the developments of the SGVCOG's annual legislative platforms and priorities. ENERGY POLICY The SGVCOG recognizes the impact of carbon emissions and supports energy policies that spur economic growth, protect public health, and maintain quality of life while minimizing our impact on natural resources and greenhouse gas emissions. The Energy Policy was originally adopted in 2009 and recently revised in 2021. Adopted SGVCOG Energy Policy OPEN SPACE PRESERVATION POLICY The SGVCOG continues to be committed to promote quality of life for all citizens, protect the San Gabriel Valley’s unique watershed and natural environments while guarding against wildfires, and prevent illegal activities and the spread of invasive species. This Policy was originally adopted in 2011 and recently revised in 2021. Adopted SGVCOG Open Space Preservation Policy SOLID WASTE POLICY The Solid Waste Policy was adopted by the Governing Board in 2009 to identify and implement pragmatic strategies that assist the San Gabriel Valley to plan for integrated, long-term, and reliable solid waste management needs. This Policy was recently revised in 2021 to support local jurisdictions to meet the State's waste reduction goals. Adopted SGVCOG Solid Waste Policy STORMWATER POLICY The SGVCOG seeks to promote quality of life for all residents by preserving and protecting the watershed and natural environment from polluted stormwater and to capture it and dry weather runoff to augment local water supplies. This Policy was adopted in 2016 to support agencies with comply to water quality standards. Adopted SGVCOG Stormwater Policy ZERO WASTE POLICY The SGVCOG acknowledges that waste generation negatively impacts the health of residents. As a result, a Zero Waste Policy was adopted in 2020 to serve as a long-term guide for the agency's commitment to reducing and eliminating waste and provide a framework for San Gabriel Valley cities and agencies. 2025-2026 LEGISLATIVE PLATFORM Every two years, SGVCOG adopts various legislative priorities on issues and matters that impact the San Gabriel Valley. These key legislative objectives serve to guide SGVCOG’s advocacy efforts at both the state and federal levels. The 2025-2026 Legislative Platform was adopted to coincide with the two-year legislative session cycle and represents the collective values and goals of SGVCOG and its member agencies, forming the foundation of a strategic and targeted advocacy strategy. The Platform is organized by the Policy Committee of jurisdiction on each topic. Legislative Priorities by Policy Committee Executive Committee SGVCOG supports policies that champion smart local leadership and autonomy, lessen the digital divide, and provide housing solutions that keep the San Gabriel Valley thriving. Transportation Committee SGVCOG supports policies and programs that facilitate the funding and delivery of key transportation and capital projects in the San Gabriel Valley. Homelessness Committee SGVCOG champions holistic solutions for homelessness in the San Gabriel Valley, including advocating for supportive housing, mental health resources, and prevention programs, while prioritizing flexible, ongoing local funding solutions, strong regional partnerships, and effective data-driven services that foster dignity and equity across the region. Energy, Environment, & Natural Resources Committee SGVCOG supports policies that promotes sustainable policies to improve air quality, advance renewable energy, ensure water security, manage waste responsibly, reduce wildfire risk, and preserve open spaces—building an affordable, resilient and healthy future for the San Gabriel Valley. Executive Committee Government Administration SGVCOG supports principles of good governance. SGVCOG supports efforts to expand and improve regulatory engagement, particularly to provide local jurisdictions with the necessary time, technical support, and resources to meet state or federal requirements. Broadband SGVCOG supports state, federal, and local legislative policies and funding that promote reliable broadband coverage in the San Gabriel Valley. Housing SGVCOG supports initiatives, legislation, and policies that promote the development of affordable housing to address California’s housing crisis, while balancing the right of local jurisdictions to retain decision making power over planning matters. SGVCOG supports more transparency and flexibility in the Regional Housing Needs Assessment (RHNA) process, pilot programs designed to test innovative housing policies, financial incentives and tax advantages that support the creation of affordable housing, and funding for the San Gabriel Valley Regional Housing Trust. Homelessness Committee Programs, Services, and Housing SGVCOG supports efforts, funding and partnerships for the implementation of programs that provide comprehensive supports and resources for persons experiencing homelessness in the San Gabriel Valley. This includes support for programs and projects that ensure the health and safety of all residents, including those experiencing homelessness, provide comprehensive support for those who may be facing mental health and/or substance abuse challenges, ensure access to resources, and support the construction and operation of interim and permanent housing units for people experiencing homelessness in the region. Addressing Contributing Factors of Homelessness SGVCOG supports strategies and programs that aim to prevent homelessness and minimize chronic homelessness, including workforce development and education programs and those that focus on increasing clients’ incomes. Funding SGVCOG supports County, State and Federal funding opportunities that ensure adequate funding support for existing successful projects and programs and expand effective resources and programs for people experiencing homelessness in the San Gabriel Valley. SGVCOG supports funding decisions that prioritize transparency, accountability and regional equity. Collaboration and Reform SGVCOG supports improved partnerships between the County of Los Angeles, SGVCOG, and San Gabriel Valley cities that ensure equitable access to resources and the highest-quality support for people experiencing homelessness in the San Gabriel Valley. Additionally, SGVCOG supports systemic reform and an improved structure focused on enhanced data gathering, transparent information and data sharing, and effective program and project implementation throughout the homeless services system to better meet the needs of the San Gabriel Valley. Mental Health SGVCOG supports legislative policies and funding opportunities that promote mental health wellbeing and support for those living with mental illness including the advocacy and programmatic actions approved at the Governing Board meeting on January 18, 2024. Specifically, the SGVCOG supports and advocates for the following: Funding for regionally-equitable programs, including but not limited to those that provide additional resources, provide housing, and increase bed capacity for those experiencing mental illness and/or substance use disorders in the San Gabriel Valley. Legislation, resources, and programs that provide funding and support for mental illness prevention, with a focus on addressing the root causes of mental illness through early intervention for those experiencing mental health challenges. Responsible data collection and transparency for mental health programs and bed availability for facilities that provide mental health services to ensure accountability and effectiveness while minimizing program duplication. Transportation Committee Enhanced Transit Service & Operation SGVCOG supports the expansion of public transit projects and services, both bus and rail, in the region to reduce congestion, enhance sustainability, and improve mobility options to expand high-quality transit use. Project Funding SGVCOG supports federal and state funding programs that are advantageous to SGVCOG or its member agencies, including the expansion of eligibility criteria for funding programs that could support San Gabriel Valley projects. SGVCOG also supports the creation of new state and federal funding streams for active transportation projects. Project Delivery SGVCOG supports legislative or regulatory efforts to expedite environmental/permitting approvals and alternative project delivery methods that would facilitate San Gabriel Valley transportation and capital projects and programs. Infrastructure SGVCOG supports safeguarding the integrity of existing and future infrastructure with a priority on user safety, sustainability, and protecting long-term capital investments, such as bridges, railways, roads, pedestrian amenities, bus infrastructure, bicycle infrastructure, and water, stormwater, and sewage infrastructure. Electric Vehicles, Fleets, and Charging SGVCOG supports infrastructure improvements, policy changes, and funding streams related to meeting state and federal vehicle emissions reduction targets. Energy, Environment, & Natural Resources Committee Air Quality SGVCOG supports enhanced local authority regarding air quality standards and improvements. Energy Funding, Regulation & Incentives SGVCOG supports the promotion of energy efficiency and conservation, renewable energy expansion, and energy affordability. The SGVCOG seeks to advocate for a balanced and sustainable mix of energy sources that provide reliable and environmentally responsible electricity at competitive rates. Waste Management SGVCOG supports sustainable and affordable waste management that contributes to a healthier environment for current and future generations. Water Management SGVCOG supports state, federal, and local legislative or regulatory solutions in support of water conservation, security, affordability, quality and MS4 permit compliance. Wildfire Preparedness SGVCOG supports the reduction of wildfire risk, promotion of wildfire prevention planning, and identification of funding for wildfire programs in the San Gabriel Valley. Wildlife & Open Space SGVCOG supports the identification, acquisition, creation, or preservation of and access to open space in the San Gabriel Valley.

ABOUT US The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority that is consisted of 31 incorporated cities and unincorporated communities in Los Angeles County Supervisorial Districts 1, and 5. The SGVCOG is the largest and most diverse sub-regional council of governments in Los Angeles County. It encompasses more than 374 square miles and has more than 2 million residents. While each of our communities has a unique character and history, they also have many shared issues and have developed a unified voice to maximize resources, achieve sustainable solutions, and advocate for regional and member interests to improve the quality of life in the San Gabriel Valley. SGVCOG supports efforts to expand and improve regulatory engagement, particularly to provide local jurisdictions with the necessary time, technical support, and resources to meet state or federal requirements. Broadband SGVCOG supports state, federal, and local legislative policies and funding that promote reliable broadband coverage in the San Gabriel Valley. Housing SGVCOG supports initiatives, legislation, and policies that promote the development of affordable housing to address California’s housing crisis, while balancing the right of local jurisdictions to retain decision making power over planning matters. SGVCOG supports more transparency and flexibility in the Regional Housing Needs Assessment (RHNA) process, pilot programs designed to test innovative housing policies, financial incentives and tax advantages that support the creation of affordable housing, and funding for the San Gabriel Valley Regional Housing Trust. Homelessness Committee Programs, Services, and Housing SGVCOG supports efforts, funding and partnerships for the implementation of programs that provide comprehensive supports and resources for persons experiencing homelessness in the San Gabriel Valley. This includes support for programs and projects that ensure the health and safety of all residents, including those experiencing homelessness, provide comprehensive support for those who may be facing mental health and/or substance abuse challenges, ensure access to resources, and support the construction and operation of interim and permanent housing units for people experiencing homelessness in the region. Addressing Contributing Factors of Homelessness SGVCOG supports strategies and programs that aim to prevent homelessness and minimize chronic homelessness, including workforce development and education programs and those that focus on increasing clients’ incomes. Funding SGVCOG supports County, State and Federal funding opportunities that ensure adequate funding support for existing successful projects and programs and expand effective resources and programs for people experiencing homelessness in the San Gabriel Valley. SGVCOG supports funding decisions that prioritize transparency, accountability and regional equity. Collaboration and Reform SGVCOG supports improved partnerships between the County of Los Angeles, SGVCOG, and San Gabriel Valley cities that ensure equitable access to resources and the highest-quality support for people experiencing homelessness in the San Gabriel Valley. Additionally, SGVCOG supports systemic reform and an improved structure focused on enhanced data gathering, transparent information and data sharing, and effective program and project implementation throughout the homeless services system to better meet the needs of the San Gabriel Valley. Mental Health SGVCOG supports legislative policies and funding opportunities that promote mental health wellbeing and support for those living with mental illness including the advocacy and programmatic actions approved at the Governing Board meeting on January 18, 2024. Specifically, the SGVCOG supports and advocates for the following: Funding for regionally-equitable programs, including but not limited to those that provide additional resources, provide housing, and increase bed capacity for those experiencing mental illness and/or substance use disorders in the San Gabriel Valley. Legislation, resources, and programs that provide funding and support for mental illness prevention, with a focus on addressing the root causes of mental illness through early intervention for those experiencing mental health challenges. Responsible data collection and transparency for mental health programs and bed availability for facilities that provide mental health services to ensure accountability and effectiveness while minimizing program duplication. Transportation Committee Enhanced Transit Service & Operation SGVCOG supports the expansion of public transit projects and services, both bus and rail, in the region to reduce congestion, enhance sustainability, and improve mobility options to expand high-quality transit use. Project Funding SGVCOG supports federal and state funding programs that are advantageous to SGVCOG or its member agencies, including the expansion of eligibility criteria for funding programs that could support San Gabriel Valley projects. SGVCOG also supports the creation of new state and federal funding streams for active transportation projects. Project Delivery SGVCOG supports legislative or regulatory efforts to expedite environmental/permitting approvals and alternative project delivery methods that would facilitate San Gabriel Valley transportation and capital projects and programs. Infrastructure SGVCOG supports safeguarding the integrity of existing and future infrastructure with a priority on user safety, sustainability, and protecting long-term capital investments, such as bridges, railways, roads, pedestrian amenities, bus infrastructure, bicycle infrastructure, and water, stormwater, and sewage infrastructure. Electric Vehicles, Fleets, and Charging SGVCOG supports infrastructure improvements, policy changes, and funding streams related to meeting state and federal vehicle emissions reduction targets. Energy, Environment, & Natural Resources Committee Air Quality SGVCOG supports enhanced local authority regarding air quality standards and improvements. Energy Funding, Regulation & Incentives SGVCOG supports the promotion of energy efficiency and conservation, renewable energy expansion, and energy affordability.
